Chicago’s Two Renter Ordinances, Side by Side: Neither Text Before the Council Requires Just Cause. They Differ on Fees, Deposits and the Registry.

Neither of the two renter ordinances waiting for a Chicago City Council vote requires just cause, and both would cap security deposits, which the current code does not. The mayor’s text caps an application fee at $20 and allows no move-in fee; the competing text, FAIR, caps it at $50 and allows one. Both substitute ordinances, read in full from the City Clerk’s records and compared provision by provision. Rebuilt September 30, 2026.
